Monitoring Report for the Implementation of Women Related Strategies in Iraq and Kurdistan Region

Abstract
This comprehensive monitoring report—prepared by the Women Empowerment Organization (WEO) in partnership with CARE International in Iraq and the Investigator Organization for the Rule of Law (IOL)—evaluates the implementation and overall progress of four major national strategies concerning women's rights, gender equality, and GBV prevention in both Federal Iraq and the Kurdistan Region. Covering key policy documents spanning from 2014 to 2030, the report highlights institutional achievements, identifies critical legislative and administrative gaps, and details significant challenges such as security instability, financial deficits, missing implementation mechanisms, and discriminatory legal frameworks. Finally, it offers practical recommendations and a strategic roadmap for legislators, decision-makers, and civil society advocacy groups to effectively advance women's empowerment and protection.
