Abstract
* This parallel report, authored by the Investigator Organization for the Rule of Law (IOL) with the support of the UNCAC Coalition and NDI, assesses Iraq's legal frameworks and practical enforcement regarding anti-corruption prevention and asset recovery under the UNCAC Second Review Cycle. It highlights key institutional challenges—including limited transparency, weak whistleblower protections, and inadequate asset recovery mechanisms—while offering targeted recommendations to improve governance, judicial independence, and civil society engagement across federal Iraq and the Kurdistan Region.
